Race Regulations

ORGANISER

Tour de Entete 2025 is hosted by Province of East Nusa Tenggara Government and organized by Jelajah Sport. This event will be held from September 10th to 22nd 2025, featuring 10 stages, 2 transfer days, and 1 rest day. The total approximate race distance is 1,541 km.

TYPE OF RACE

The event is open to riders from the Elite Men categories. All riders will compete in a single General Classification (GC). The mandatory number of riders per team is five (5). 

PARTICIPATION
  1. The race is open to the participation, by invitation from the Organizer, of UCI Continental Teams, National Teams, Regional and Club Teams and Mixed Teams.
  2. All participating teams must have insurance coverage for all their team members during the period of the race in Indonesia, the organizer shall be responsible only for the first aid and/or transit to the nearby hospital in case of any accident and/or health problems, and all the medical expenses outside those mentioned shall be borne by the teams or federations concerned. 
  3. The organizer shall provide airport pick service only at the Kupang Airport, full board and local transportation to all invited teams.
  4. The organizer shall be responsible for the accommodation of the participating teams started from September 8th, 2025 until September 22nd, 2025. The first meal shall be the lunch on September 8th 2025 and the last one shall be breakfast on September, 22nd 2025.
RACE HEADQUARTER

At the start, the Race Headquarters shall be opened on September, 8th 2025 between 08.00 – 19.00 hours and located at Harper Hotel, Jalan CBD Boulevard X No.11, Fatululi, Kec. Oebobo, Kota Kupang, Nusa Tenggara Timur. For the next stage, the details will be announced later.

LICENSE AND JERSEY CONTROL AND TEAM MANAGERS MEETING

Team representatives are instructed to confirm their starters and collect their race number between 9.00 hrs to 10.30 hrs on September, 9th 2025, License and Jersey Control will be held at the Meeting Room in Harper Hotel, Kupang (Specific Room will be announced later)

RADIO TOUR

Race information shall be broadcast on the Radio Tour Channel, the frequency of which will be notified during Teams Manager Meeting.

NEUTRAL TECHNICAL SUPPORT

Tour de Entete 2025’s Neutral Service will comprise two (2) cars and two (2) motorcycles which shall carry 4 Spare Bicycles complete with 11-speed and 12-speed, spare Disc Brake wheelsets for  11-12 speed.

RACE INCIDENTS OCCURRING IN THE LAST 3 KILOMETERS

In the case of a duly noted fall, puncture or mechanical incident in the last three (3) kilometres, the rider(s) involved shall be credited with the time of the rider(s) in whose company they were riding at the moment of the accident. Their placing shall be determined by the order in which he or they actually cross the finishing line. 

If, as the result of a fall in the last three (3) kilometres, a rider cannot cross the finish line, he shall be placed last in the stage and credited with the time of the rider or riders in whose company he was riding at the time of the accident.

FINISHING TIME LIMITS

Time limit will be announced at Technical Manager Meeting.

FEEDING

Due to climatic conditions prevailing in East Nusa Tenggara, feeding from the team cars shall be permitted after 30 km until 10 km before the finish behind the car of the Commissaire or as otherwise indicated by the Commissaire.

Feeding zones are listed in the itinerary for each stage, there shall be a marked Feeding Zone – marked by the sign at FEED ZONE START at the start and ending at FEED ZONE FINISH. These shall be indicated on the route details. Feeding within such a zone shall only be by persons and officials of the team on foot and on the left-hand side of the road. The minibuses/van leave the starting line to the feeding zone 20 minutes before the starting time.

Specifically for Stage 4, in the Waingapu loop, the feeding zone will only be 300 meters long leading up to the finish line. Minibuses must park in the deviation area.

BONUSES

According to articles 2.6.019 through 2.6.021 of the UCI Regulation, time bonuses (applied to the general individual classification) are awarded in every stage. Time bonuses for the stage finishes and intermediate sprints will be announced at Team Manager Meeting.

GENERAL CLASSIFICATIONS

Individual General Classification. The general individual time classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration, in accordance with article 2.6.014 of the UCI regulations. Where two or more riders make the same time in the general individual time placings the placings obtained in each stage shall be added, and as a last resort, the place obtained in the last stage ridden shall be taken into consideration. The leader of the general individual time classification will wear the YELLOW JERSEY.

In accordance with Article 2.6.019 of the UCI Regulations, time bonuses are awarded as follows:

POINTS CLASSIFICATIONS

The points classification is drawn up by totaling the points awarded in each of the four (4) stages, in the nine (9) Intermediate Sprints. The leader of the general individual time classification will wear the GREEN JERSEY.

 

Points for the finish of each stage and intermediate sprints in each stage will be awarded as follows :

In the event of a tie in the general individual points classification, the following criteria shall be applied in order until the riders are separated :

  1. The number of stage wins.
  2. The number of wins in intermediate sprints.
  3. The general individual time classification.

 

KING OF MOUNTAIN CLASSIFICATION

The KOM classification is established by adding together the points obtained in each KOM classification in accordance with article 2.6.017 (2.6.018) 

of the UCI regulations. Points for the KOM classification will be awarded as follows :

The leader of the KOM classification will wear the POLKADOT  JERSEY. 

 

In the event of a tie in the KOM classification, the following criteria shall be applied:  

  1. The number of first places in the highest category climbs;
  2. The number of first places on climbs in the next inferior category and so on;  
  3. The general individual time classification.
BEST INDONESIAN RIDER CLASSIFICATION

The Best Indonesian Rider classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration. Only riders of Indonesian Nationality ( license from Indonesian Federation ) and/or passport may take part in the best Indonesian rider classification. The leader of the classification will wear a RED JERSEY.

BEST YOUNG RIDER CLASSIFICATION

The Best Young Rider classification is established by adding together the times recorded for each stage, taking bonuses and penalties into consideration. Only riders under 23 years old (U-23) may take part in the Best Young Rider classification. The leader of the classification will wear a WHITE JERSEY.

TEAM CLASSIFICATION

The team classification for the day shall be calculated on the basis of the sum of the first three best individual times from each team. In the event of a tie, the teams shall be separated by the sum of the places acquired by their three best times on the stage.If the teams are still tied, they shall be separated by the placing of their best rider on the stage classification.

The team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated:

 

  1. Numbers of first places in the daily team classifications;
  2. Numbers of second places in the daily team classifications etc. If there is still a draw, the teams shall be separated by the placing of their best rider in the general individual classification. Any team reduced to fewer than three riders shall be eliminated from the general team classification.

The Tie-break procedures for the classifications are as below:

Article 2.6.015 to 2.6.017 is taken into consideration.

INDONESIAN TEAM CLASSIFICATION

Teams registered in Indonesia, and comprises of a minimum three (3) Indonesian registered riders will be eligible for this classification. The Indonesian team general classification shall be calculated on the basis of the sum of the Indonesian riders best individual times from each team in each stage ridden. In the event of a draw, the following criteria shall be applied in order until the teams are separated:

 

  1. The number of first places in the daily team classification; 
  2. The number of second places in the daily team classification; etc.
  3. The placing of their best rider in the general individual classification by time.  

Any team reduced to fewer than three Indonesian riders is eliminated from the Indonesian team general classification. 

 

The Tie-break procedures for the classifications are as below:

Article 2.6.015 to 2.6.017 is taken into consideration

PRIZE MONEY

A total of IDR 1.500,000,000.00 (Indonesian Rupiah One Billion Five Hundred Million) will be awarded in prize money at the event. The prize money shall be paid at 2100 hrs after the end of each stage. Teams wishing for prize money to be transferred to their respective bank account, the Team Manager is to submit details of the Bank Account and consent to the Organizer for this purpose. All prize money will be deducted 5% for Indonesian citizens and 20% for non-citizens of Government Tax (Subject to changes as per Government Requirements).

AWARDS CEREMONY

According to the Organizing Committee’s regulations, the following riders must attend the official award ceremony:

    • Top three finishers of each stage;
    • Leader of the Individual General Classification (Yellow Jersey);
    • Leader of the Points Classification (Green Jersey);
    • Leader of the KOM Classification (Polkadot Jersey);
    • Best Indonesian Rider (Red Jersey);
    • Best Young Rider (White Jersey).

 

The above-mentioned award-winning riders must:

    • Attend the award ceremony on the podium after the race results are announced;
    • Participate in the post-race interview immediately after the award ceremony.

 

In addition, the following riders must attend the closing award ceremony:

    • Top three finishers of the stage;
    • First place in the Team General Classification;
    • Best Young Rider (White Jersey);
    • First place in the Individual Points Classification (Green Jersey);
    • First place in the Individual General Classification (Yellow Jersey).

 

The Organizing Committee requires all teams (in their entirety) to participate in official activities arranged by the Organizing Committee, including but not limited to the opening and closing ceremonies. If a team is absent from the above official activities, an appearance fee of IDR 5.000.000 will be deducted each time.

PENALTIES

The UCI penalty scale is the only one applicable.

MEDICAL SUPPORT

During the race, from the time riders enter the race venue until the finish line, medical services will be  provided  by  the  race  organizing  committee.  The  race  doctor’s  vehicle  will  follow  immediately behind the Chief Commissaire’s vehicle, and an ambulance will travel behind all vehicles for emergency assistance.

Outside of the race, team managers may seek medical services from the organizing committee. The organizing committee provides free emergency medical care. If hospitalization is required, the costs shall be borne by the team.

ENVIRONMENTAL PROTECTION

Cycling is an environmentally friendly and green sport. The organizing committee will set up litter zones. Participating athletes are strictly prohibited from  discarding  feeding  bags,  food  packaging,  water  bottles,  or  other  items  outside  the  litter zones. Carrying or using glass products is also strictly prohibited. Violators will be fined according to the regulations.

CYCLING AND THE ENVIRONMENTS

The Organiser wishes to remind all parties involved in the race to be sensitive to environmental concerns. As over 80% of the Race Route will pass through Primary and Secondary forested areas, the environmental impact of the Race must be minimized. All teams are reminded to be respectful of places of worships i.e. church, mosque, temples etc. Proper conduct is strictly to be adhered and in no circumstances, should any team member relieve and/or expose themselves at or around these places other than the designated areas.

 

In accordance with article 2.2.025, 2.3.025 of the UCI regulations, there shall be strictly no littering at any Staging Area, Start / Finish venues, Feed Zones and throughout the Race Route. All litter is to be disposed in a responsible and hygienic manner after arriving to finish area. The organizer will establish “Littering and Waste Zones” each 30/40 km during the stage and the last 1 km before the FEED ZONES, as indicated in the daily race schedule. 

 

Please be reminded that causing damage to the flora and fauna is strictly prohibited.
